I am having trouble appreciating the novelty of this application.

Let me give a brief summary of the application before I start explaining myself.
From what is claimed:
This is a framework for predicting congestion for a locomotive network, train more specifically that basically uses various factors that is identified to be correlated with congestion. Then by having a cumulative evaluation of all he factors by assigning a metric to each factor, we either re-route the train or we let it stay as planned.

The claims do mention about inclusion of factors such as: historical data, train density, temporal, seasonal, environmental and track topology.

Does the selection of factors gives it enough novelty to apply for a patent? As the framework is pretty standard for a evaluating a multi-factor situation.
